Notes on the creation of the MS Access version of the ALMIS Database, Version 2.3:

1.  Primary keys were created for all tables.  However, due to a limitation in
    Access, only the first ten variables were included for files for which the
    primary key exceeds ten variables.
2.  Foreign key relationships were established, and referential integrity was
    turned on when relationships were based on a single, common field.  Referential
    integrity was not established when relationships were based on multiple variables.
    NOTE: On October 12, referential integrity was turned on for the remaining
    relationshipsl
3.  Because of Access limitations, relationships were established between the
    STFIPSTB and related Administrative tables, but referential integrity was
    not enabled.

NOTE: Applies to both the ALM23AC (Access2000) and 97ALM23 (Access97) versions.
